Many here use GitLab, but it is still centralized. Assuming I don't want to self-host such a software myself, what would be my options?

There is https://radicle.xyz/ (/cc @Fintan Halpenny), which looks to be hopeful - but not fully ready yet, AFAIK (for eg., can't manage issues in it)

Radicle is a peer-to-peer stack for building software together.
